Duc DoBa
The critical shortage of IT engineers especially in Japan motivated me to start Tokyo Techies in Japan and Tokyo Tech Lab in Vietnam with the mission of bridging the gap between high demand and low supply of tech talents.
We help enterprises to stay competitive in the global market by providing them with One-stop IT Consulting and Development Support to realize their ideas into world class products and services, then help them to build in-house engineering capacity for the long-term.
With a team of experienced Techies from all around the world, we want to make everyone’s lives easier by constantly trying to achieve automation and optimization in everything we build.

Hiroaki Otsuka
- Keio University Alumnus
- Took control of the Business Planning and Sales of the statistical quality control software “JUSE-QCAS” as a Science and Technology computing system integrator and dominated the market share
- Established Axis Software (now Open Stream) in 1998
- Started the database consulting business with Oracle products
- Started a mobile EC site construction business utilizing the internet
- Expanded the rich client product business for the corporate system by introducing an in-house developed product “BizBrowser”
- Established an IT human resources development scholarship for Vietnam National University students in Hanoi keeping in mind the future Vietnam-Japan business partnership
- Started “HOWS” by focusing on Ajax Technology, which was the latest technology at that time
- Started “Core” in 2009 and became the President in the same year
- Developed corporate system solution and secure cloud service by using in-house developed “Secure Synchro Service (commonly known as S-Cube)
- Leading the development of Vietnam ICT related business by collaborating with other Vietnamese ICT companies. (More than 10 years of Vietnam connection)

- Successfully lead the revival of the real estate subsidiary (Shinseiwa Real Estate) after the collapse of the bubble in 1991
- Experience of dealing with large-scale lenders like Sanyo Securities, Nippon Credit Bank, Yamaichi securities, etc.
- Was in charge of total fund management of about 20 trillion yen as a General Manager of Loan Affairs Department
